The following error occurs during database connection in User Wizard:
"An error has occurred while loading the Oracle Client Interface (OCI). Please ensure the Oracle Client software is properly installed. The following error has been reported: Range check error"

Cause
Spotlight was installed by a different Windows user. -
Resolution
Run Spotlight as the same user used to install the application. Or try "Run as administrator" option to open Spotlight.
