ERROR: tpm: spo-check-locations: Location /global/ecas/bin/splex/proddir must be empty for new installation.
The fresh installation checks for directory emptiness on both the vardir and proddir directories. For example if the proddir is empty or even in non-existence and the vardir is not empty, the error proddir must be empty for new installation still occurs.
As for this particular case, the vardir was specified at the top of the network file system, which failed because of the directory .snapshot there. However, the installation displayed a proddir in the diagnostic message instead, creating some confusion
Make sure both the vardir and proddir are empty
