Problem activating table due to unable to attain a lock
Cause

Table is very busy and activation is trying to obtain the lock with a no-wait option.
Resolution

NOTE: for the following resolution requires that Oracle min. supplemental logging be enabled.
1) In environment, export SP_OCF_SKIP_ANALYZE=1
2) Bounce sp_cop
3) In same session, Activate config live - it will not lock this table
Additional Information

Ct has enabled Oracle min supplemental logging. So chaining info will be in the redolog.
