Access control permissions are stored on the EA hosts system, under the registry key HKEY_LOCAL_MACHINE\SOFTWARE\DesktopAuthority\V5\Permissions\ in binary form.

This data is stored in a particular key with the name of the Security Identifiers (SIDs) of the groups or users.
These settings set for one ExpertAssist host must be propagated to the registry of the other EA host machines.
For example, via Group Policy, logon script, Desktop Authority, etc...
The best way to get these settings into registry form is via the EA gui.
Select the Security | Access Control section.
Once the registry setting are correctly set on one EA host system, export the Permissions registry key. Then apply that key to the other EA host systems.
