Description
The message "Error 1603" might display when the Forest Recovery Agent installation has been interrupted, and an attempt is made again to install. -
Cause
When Forest Recovery Agent installation has been interrupted, the Forest Recovery Agent gets uninstalled from the Domain Controller. But, it still has the Quest Management Service running under Services.msc.

Resolution
- Stop the Quest Management Service on a DC
- Push the Forest Recovery Agent from the Forest Recovery Console, and it must successfully install the Forest Recovery Agent
