You need to grant SysAdmin rights to the SQL Express instance used by RMAD..
Resolution
The following steps will grant the account SysAdmin rights to the RMAD SQL Express instance.
1. Download the zip file attached to this KB to a temporary directory on the RMAD server
2. Run the AddSelftoSQLSysAdmin utility as the account you want to grant SysAdmin rights to. The account should be a member of the local Administrators group
3. Type QUESTRMAD for the instance name
