Cause
The following error shows up when trying to install the OST plugin on a server where Backup Exec 21 is already installed and running:
Backup Exec or NetBackup must be installed to continue setup.

Resolution
Backup Exec 21 had a registry key change.
OST Plugin 4.1.0.327 and later address this.
