Performance Analysis for DB2 agent installation failed with the following:
ERROR:
The database operation failed.
SQL5005C System Error.
CAUSE 1
A system error, probably an I/O error, was encountered while accessing a configuration file.
CAUSE 2
The DB2 instance is using a fenced user.
WORKAROUND 1
Review the db2diag.log and determine what errors occurred at the same time the PA agent is being installed.
An example of the error is as follows:
OSERR : EACCES (13) "The file access permissions do not allow the specified action."
In this example, it was found that the installing user does not have permissions to a particular file called 'db2systm'. After granting 755 permissions, the installation succeeded.

WORKAROUND 2
Run the following to check whether a fenced user is used:
ls -lrt <DB2INSTANCE_HOME> | grep sqllib
ls -lrta <DB2INSTANCE_HOME>/sqllib/adm/.fenced
db2pd -fmp | grep -i fenced
Compare the fence user group and see if it has access to the <DB2INSTANCE_HOME>/sqllib/db2systm file. If the permission does not allow access, grant the necessary permissions for the fence user or add the fence user to the instance user's group. In most cases, granting 777 permission to the db2systm will fix the issue.
