What permissions/access does the account specified to access the Azure AD or Office 365 tenant require? -
Resolution
The administrative user account needs to be granted the Global Administrator role.
To create an administrative user account with the Global Administrator role in Office 365 Admin Center:
- Sign in to Office 365 with your administrative account using this link https://login.microsoftonline.com
- Click the Admin tile
- From the left pane, select Users, and then select Add a user
- Specify all necessary user information. In the Roles section, select the Global administrator radio button

To create an administrative user account with the Global Administrator role in Azure Management Portal
- Log into the Azure Management Portal (https://portal.azure.com/) with your individual account
- Select your tenant from the list of available tenants. To view the list of tenants, click on your profile icon in the upper-right corner of the screen
- Navigate to the Azure Active Directory section in the left pane
- Click Add a user on the Quick tasks tile and provide the required details in the "User" form. In the Directory role section, select the Global administrator radio button and click OK
- Click Create
