Unable to Read the user, getting the following error:

This error can indicate that the system encountered a permissions issue when trying to retrieve information about a user account from the Security Account Manager (SAM) database. The Security Account Manager (SAM) is a database in Windows operating systems that stores user account information, such as usernames, passwords (hashed and encrypted), and security descriptors, which include user rights and permissions. Note that SAM primarily manages local user accounts, not AD accounts.
