The SmartDisk dedupe queue is growing as backups complete but the queue is never processed.
Although Deduplication is enabled, it does not start during its configured windows.
The Garbage collection windows are clearly defined outside of the Deduplication windows and there is ample space for Stage and Store.
However from the stats and config outputs we can see the Stage volume has reached its activity limit while no active operations are seen:

Superserver trace shows the below indicating an issue reseting the activity count:
0 DSTORAGE ??? 110 100636125052 Failed to decrement 'Activity Count' counter : '0' - '1' < 0
If the dedupe-cap per volume is increased, deduplication will start successfully.
