Restore job submitted with invalid source set causes all running Phase 2s go in waiting -
Description
Any time a RMAN Controlled restore is submitted from RMAN CLI, and goes into waiting for media due to an invalid source set, all running Phase 2 data copy jobs will go in 'Waiting for media' until the RMAN controlled job exits.
