From time to time...support may need to request a database from a customer. The customer may administrate sending a database to support, only for support to find that this database has local access protection enabled and cannot be opened.
Local Access Protection is default for the more recent versions of Notes.
Prior to sending in a requested database...Please uncheck the "Enforce a consistent ACL" flag in the database ACL.
