ACL's not coming over for shared mailbox.
Exchange Admin Center | Recipients | Shared | Select the Shared mailbox and click edit
Migrated Shared mailbox does not show ACL's under Mailbox Delegation of the Shared mailbox. (Where Full Access and Send As are located).

Cause
Properties of the shared mailbox is the incorrect location to see migrated ACL's -
Resolution
To view the migrated permissions open;
Microsoft 365 admin center | Active Users | select object | Properties | mail | edit mailbox permissions
