Open SQL Management Studio
added user to dbo creator, bulkadmin, and sysadmin
Try Running NME again, if still get the error:
• Uninstall MNE
• Reboot
• Reinstall MNE
WORKAROUND 2
The SQL Server Command Line Query Utility (SQLCMD.exe) needs to be installed on the MNE migration server from which the NME upgrade is being performed. You can verify whether or not “SQLCMD.exe” is installed on the migration server by opening a Command Prompt and running “SQLCMD.exe”. If this command is not found, then it can be installed via autorun.exe installer, or by clicking on the following link:

You will need to download and install either, “MsSqlCmdLnUtils.msi” (32bit), or “MsSqlCmdUtils.msi” (64bit), depending of the version of Windows that is being used for the MNE migration server.
Note: If the SQL Command Line Query Utility is already installed, then you may need to check the “PATH” variable in Windows to ensure that the path to “SQLCMD.exe” is included.
WORKAROUND 3
If still get the SQL error:
• Backup SQL database
• Delete SQL database
Where is SQL installed? If on separate server consider installing SQL Express on MNE console.
Once SQL Express is installed on the NME console run MNE again
• Delete the NME40DB
• Restore the Backed up NME40DB from earlier
