When performing a migration using Migrator for Notes to Exchange (MNE) the permission of Full Access is applied and then the login attempt fails with the following logging:
MNE is not handling the retrying properly and fails the migration after two attempts.
There are a couple options that can be used to work around this issue at this time.
WORKAROUND 1
This Global Default Setting will increase the amount of time the migration engine to wait between the attempts to start the migration.

WORKAROUND 2
Prior to performing the data migration (minimum of 30 minutes), run the MNE PowerShell module and execute Add-MNEMailboxAdminPermission to manually grant Full Access to the mailboxes that are going to be migrated.

Add-MNEMailboxAdminPermission -CollectionName "All Users"
Remove-MNEMailboxAdminPermission -CollectionName "All Users"
MNE has two similarly named parameters, "MaxMailboxConnectionRetryWaitTime" and "O365MaxMailboxConnectionWaitTime". Here is some additional clarity about these two similarly named parameters:
1. When starting a migration, MNE uses the MaxMailboxConnectionRetryWaitTime value to keep trying to open the initial MAPI connection to the Exchange (or Office 365) target until it can establish the connection, or until it exceeds the value specified.
2. After establishing the initial MAPI connection to the O365 Exchange target, MNE uses the O365MaxMailboxConnectionWaitTime value when trying to connect to the target mailbox. If the mailbox logon fails with a permission denied error, MNE will automatically retry the logon after 30 seconds. MNE keeps retrying the logon every 30 seconds until the logon succeeds or the O365MaxMailboxConnectionWaitTime has been exceeded.
