In Non-English Outlook environments, the folder names are presented to the end user in their language. When merging a Notes address book into an Outlook mailbox (end-user or admin-batch migration), you may notice that Notes Migrator always creates a new folder where the contacts are stored. The desired behavior is to merge into the existing "Contacts" folder.
Behind the scenes, Outlook considers the Contacts folder to be a system folder and always refers to it as "Contacts" internally, despite displaying it in a different language to the end user.
If you want to have the Notes address book migrated to the default "Contacts" folder in Outlook, no matter what it is called in another language, always set it to merge to "Contacts". This will prevent duplicate folders named Contacts (in the native language) from being created.
