Workaround 1:
MNE version 4.9.0.4 and later have been enhanced with a new parameter to workaround this issue.
An admin can now control how long the Migration Wizard will wait after setting admin permissions on an Office 365 mailbox before proceeding with the migration. A new program parameter in Global Defaults and Task Parameters lets you specify a number of seconds for the Wizard to wait:

For example, the default PropagationDelay=1800 tells the Wizard to wait 1800 seconds (30 minutes) before proceeding. This can be helpful to resolve permissions issues resulting from Office 365 permissions propagation delays.
Note: If the [PowerShell] heading does not yet exist, then it should be created at the bottom of the MNE Global Default Settings file.
In the past, setting this value to 360 (6 minutes) was long enough for the permissions to take affect in Office 365. Recently, however, customers have been reporting that this this value may need to be increased to 1200 (20 minutes) on up to 1800 (30 minutes):

Note: Office 365 is a dynamic environment and delays may change with transient workload. We would recommend contacting Microsoft directly for recommendations on how long it takes for permissions, set via PowerShell, to take effect in Office 365.
