How to create a throttling policy for the migration in Exchange 2013 and 2016
Description
By default, Exchange throttles all users and also limits the number of connections that each user can make to Exchange. An Exchange throttling policy will need to be created, and applied to the Exchange migration admin user, in order to achieve full migration throughput and avoid connection limit errors.
