Outlook profiles have been processed using CPUU utility and now sync errors appear in the Outlook 2003 client sync issues folder.
When you manually create an Outlook profile for the Exchange 2003/2007 server on the same computer it does not cause the sync issues.

This issue is usually related to forms usage.
To resolve the problem create an organizational forms folder with the exact same name as the legacy one, this should eliminate the errors.
Often the org forms folder in the legacy environment is not being used and therefore is not migrated to the target organization.
This causes the sync errors.
As soon as you create the org forms library with the exact same name the problem is resolved.
If you already created a new org forms folder with a different name it will result in sync errors.

Create Libraries for Other Languages
An organizational forms library is a special type of public folder that is listed only with system folders. When you create an Organizational Forms Library, you assign a language to it. By default, foreign language clients logged on to Exchange search for forms in the library that match their language. For this reason, you should create individual libraries to hold forms that you want to be available to foreign language clients. If there is no language-specific Organizational Forms Library, the client defaults to the library on the server. You can have only one Organizational Forms Library for each language.
Note You can only create Organizational Forms Libraries in the system folders of Public Folders. Even if you have created new public folder hierarchies to work with the Organizational Forms Libraries, only Public Folders has system folders.
To create libraries for other languages:
Start System Manager: On the Start menu, point to Programs, point to Microsoft Exchange, and then click System Manager.
Cannot Start the Application
You can manually start the application by following these instructions: On the Start menu, point to Programs, point to Microsoft Exchange, and then click System Manager.
If administrative groups are displayed, expand Administrative Groups, and then expand the group you want to work with.
In the console tree, expand Folders, and then click Public Folders.
On the Exchange System Manager toolbar, click the Action menu, and then click View System Folders.
In the console tree, right-click EFORMS REGISTRY, point to New, and then click Organizational Form.
In Name, type a name for the folder.
In E-forms language, select the appropriate language.
Set any other options, such as Maintain per user read and unread information for this folder, or type a description of the library.
To create copies of the folder on other servers, click Replication.
To set storage limits on forms, click Limits.
