When viewing the "all mailboxes" collection, not all mailboxes located on the server are displayed; therefore, not all mailboxes can be added to a collection.

The "all mailboxes" collection holds a listing of all mailboxes that are housed on a source server. This collection should never be enabled. If the source server in the pair has had modifications performed on it such as adding new mailboxes, un-hiding mailboxes etc, the list will not be complete. The listing is populated when the product is first installed and enumeration of the source server is performed. To update the list and perform another enumeration, by simply navigate to the source organization and drill down to the server level. On the server in question right-click and choose the Refresh option. This will update the listings.

NOTE: Several factors determine how fast this process may take. Items such as server performance, connectivity and the amount of items on the server all play a part. This process could take several minutes, if not longer.
