When viewing a Mailbox that is failing the following is found in the MAgE (Migration Agent for Exchange) log file.

When viewing the MAgE log for the mailbox ID (M1299 in this Example) you can see where the MAgE is able to logon to the Source mailbox using MAPI but when it the MAgE goes to logon to the target mailbox there is no proxyAddress value to retreive and you get the error message above.
There are 2 ways to resolve this.
1. Roll back the AD user and resynchronize the AD user with the Migration Manager for Active Directory Directory Synchronization tool so that the proxyAddress attribute is properly populated.
2. Populate the proxyAddress attribute on the target AD user to a valid property.
