Some Outlook plugins/addons can lock the OST file while their parent application is running. One such case is Zoom; it keeps the OST open to allow for meetings to be added/removed/checked dynamically. This can prevent the tool from performing its job as the file is locked and can't be modified.
The error is related to a lock on the OST file by Zoom. The Zoom Outlook add-in will allow Zoom to lock the OST for reading calendar information while it is still open. It is similar to (read: basically exactly) the error below:

Alternatively, without procmon, these may be viewable via the CPU tab of Resource Monitor in Windows. Put ".ost" in the Associated Handles box at the bottom, and the Zoom client should show up as locking the OST.
Zoom itself will not lock Outlook if the add-in for Outlook is not installed, that is the main workaround (disabling the add-in) outside of simply exiting Zoom.
Disable/remove/exit from these tools or unload the system tray executables that may be locking the OST file. You may also use Microsoft's SysInternals Process Monitor and Process Explorer to find which process is locking the file and terminate said process.
