When you create a new Native Move with Migration Manager you can specify the maximum number of corrupted items by enabling Skip the corrupted messages option and setting the value. This number is then used as a value for –BadItemLimit parameter of this move request.
Normaly, BadItemLimit parameter specifies the maximum number of bad items that are allowed before the request fails. A bad item is a corrupt item in the source mailbox that can't be copied to the target mailbox. Missing items are also included in the number of bad items. Missing items are items in the source mailbox that can't be found in the target mailbox when the request is ready to complete. When Native Move Request to Exchange 2016 is performed some of the issues with Access Control List (ACL) are added to the counter of Corrupted Items.
Issues that add to the counter of Corrupted Items are:
- Permissions on mailbox folders for users that no longer exist in Active Directory (you can trace these by making a LDAP query for the ObjectID);
- Mail-disabled security groups that have permissions on mailboxes
- Inactive-mailboxes
- Soft-deleted mailboxes
- Soft-deleted users with permissions on mailboxes

If any of the above issues occur while running Native Move Request to Exchange 2016 with Migration Manager, it may fail with an error message similar to the one below:
Identity - '6885040e-7e6d-4fa5-a3e7-459787c10b41', error code- '-2146233088', message- 'Error: This mailbox exceeded the maximum number of corrupted items that were specified for this move request.'
To resolve the issue:
1) Complete the directory sync for all users with option Mail-enabled users for Native Move. In this case, native move will be able to translate all Access Control Entries (ACE) to the corresponsing users in the target directory.
2) If all users migration is impossible increase the value in Skip the corrupted messages option in the Properties of mailbox collection for problem mailboxes having issues with Access Control List.
