When looking up the FB info the organizer shows as a foreign address and the F/B information is not visible (4258543)

DMM and QCS are in use. Sometimes the FB info is visible, but sometimes the user (when selected from GAL) is being shown as a user from another domain (see attached screenshot) and no FB info is shown.

Here is one of the situations how the problem surfaces: When a source member sends a Meeting to a target member (or vise versa) -- If the person (who is cross-domain) does not like the time/date, and clicks on Propose New Time -- the organizer shows up as a foreign object and Outlook will not display the F/B information.
