Cause
An account that SharePoint processing is using lacks permissions over Sharepoint

Resolution
The User Guide states:
"Required Permissions
Before you run the wizard, make sure your account has local Administrator rights."
The above may be incorrect. Log in as the SharePoint administrative account for SPPW to run properly. -

The same result can be achieved by using the Windows SharePoint Services command-line tool, stsadm.exe - "http://technet.microsoft.com/en-us/library/cc288981.aspx">http://technet.microsoft.com/en-us/library/cc288981.aspx using the migrateuser operation, Migrateuser: Stsadm operation (Windows SharePoint Services) - http://technet.microsoft.com/en-us/library/cc288467.aspx as follows:
stsadm -o migrateuser -oldlogin Source_Domain\User_Name -newlogin Target_domain\User_Name -ignoresidhistory
By default stsadm.exe is located in %\Program Files\Common Files\Microsoft Shared\web server extensions\12\BIN
