When migrating accounts with the option "Never merge: skip accounts that match any accounts on target" the new account is not created and conflict resolution rule is not applied.
The behavior is by design. Conflict resolution rules are working only when QMM tries to actually create an object and it conflicts.
For example there are objects JSmith on the source and JSmith on the target. Matching rule "Account name" is enabled on the domain pair properties and the option to "Never merge: skip accounts that match any accounts on target" is selected as well on the migration session. This does not constitute a conflict. Two users are matched, but due to "Never merge" setting they are just silently skipped. After unselecting matching by "Account Name" on the domain pair properties and migrating the user again, QMM will not attempt to match by "Account Name" and actually try to create a new user. Conflict resolution rule will then apply, i.e. a new user would be created with a suffix or a prefix on the target depending on how the rule was configured.
