Network instability issues are preventing the retrieval of Vital Organization information error during the gatherings followed by the following errors

The procedure info is out of range Probable Cause: No GC's are available to service the Exchange server
Attempting to retrieve a GC for the Exchange Server - Unspecified error
1) Revert all security settings on both Windows NT4 and Windows 2003 back to normal out the box to rule out any policies that may of been disallowing authentication via the trust. eg enabling anonymous log on over NTLM
2) Check name resolution, and also the WINS entry for the Domain which you are trying to connect to manually.
3) Check the number of records available for the domain, usually there are 3 records. It could be a problem if there is 1 record
4) To resolve this add the domain name in the LMHOSTS file (which includes the machine names for the BDC, PDC and Exchange server).
These entries should be in the format of #PRE #DOM. This should be done on both the remote server in the target domain and the local server in the local
domain.
5) Now restart the netlogon service on both sides, then run MessageStats, with accounts from the target domain, and the source domain
Issue would be resolved by ensuring all name resolution is working correctly, resolving the machine name eg. being able to map a drive to that machine is not enough.
