Can MessageStats report on Public Folders whch have been inactive for x number of days/months? This is a dynamic report. i.e. the request is not to have a fixed value, and be date dependent but for the report to always look for the last x number of days or months

This is not currently feasible in MessageStats. Enhancement Request TF00035891 has been raised for this feature to be included in a future release of MessageStats
