Resolution
Create a custom report based on the Datasource:
Mailboxes - Base Attributes Datasource
in criteria set 'Forwarding Address' 'is not in' and then give the value as two double quotes "".
This will eliminate blank forwarding address

Additional Information
Do not use 'is not NULL' value for the Forwarding Address field as a criterion
