The Web Installer will download-on-demand individual Edition components for installation. After downloading the web installer, enter your license key and the installer will download only the products/features this key enables.
The Full Installer is intended to be used by administrators in cases where background download-on-demand of individual Edition components is impractical or not preferred.
Both installers will install the same in the end: is the key the one that determines what gets installed or not.
