WORKAROUND:
For numbers smaller than 13 digits, in Save As window, check the Use only 'General' Cell Formatting check box. Otherwise, there is no existing workaround.
STATUS:
Enhancement request ER 30943 has been submitted to Development for consideration in a future release of Toad for Oracle.
