Toad Insight, Pick List Tab Function, Not inserting a partial selection while leaving the pick list open

Recently upgraded from Toad for Oracle 12.x to 12.8. It appears the behavior of the tab key within the insight pick list has changed. In 12.x, the tab key would insert a partial selection while leaving the pick list open. Despite it is explained to behave as above in the Toad for Oracle 12.8 User Guide, it does not.
