When you go to the
Toad for Oracle download site, you will only see an installer for Toad for Oracle. However, this installer will allow you to install Spotlight as well.
When run, the installer can give you the option to install Spotlight depending on the license key entered. If a Toad for Oracle DBA Suite key is entered, then it will give you the option to install Spotlight.
