Is there a way to view a report or export out SQL session data (SQL Activity) by a data range from the playback information.

Unfortunately this cannot be done. The playback data is compressed to save space, so not really any area that you can query it like the Spotlight Statstics Repository. You can do a point in time and export it to csv, but not a range.
