Azure Bulk Provisioning Package fails on Windows 11

The Azure bulk provisioning package fails when installed manually or as part of an ODMAD cutover action, on Windows 11 devices that were last updated in 2022 and have not received Windows Update KB5021255.
This issue causes the device to be stuck in the out-of-box experience (OOBE) process. During provisioning, the package gets applied but OOBE crashes and may lead to the device unexpectedly rebooting.
