Chats discovery is failing with Forbidden error

The Teams Chat Discovery is giving error mentioned below:

Tenants are missing necessary Teams permissions in ODM Tenant Consents section.

Perform the following:
- Access each tenant in ODM UI | click Edit Consents
- scroll to Migration, Teams section
- if there's a blue check mark, regrant the Teams consent
