In the event that an Oracle RMAN CLI backup is blocked (i.e. a connection failure or timeout) then subsequent attempts to allocate multiple channels will fail with an ORA-03113 error stack similar to:

The issue that prevented the allocation of channels on a Windows system if the Oracle CLI blocked an event was implemented in version 6.5 of the NetVault Backup Plugin for Oracle. Upgrade to that version of the plugin.
