If you extract the MSI installers from the latest Toad 25.3 / 2025 R3 installer, and install the included Spotlight for Oracle 11.1.0.15, after opening Spotlight, it isn't possible to enter the Spotlight license key in the Help Menu | 'About Spotlight'.
The message 'No valid license' and 'No connections allowed' appear, and there is no option to add a license key.
This behaviour in the 11.1 build from the Toad installer is by design, as this build only works when there is a valid Toad for Oracle key that enables Spotlight, such as Toad for Oracle DBA Suite RAC/EXADATA already added in Toad.
With the new unified Toad for Oracle 2025R3 build supporting all license types including legacy Quest Key Term and Subscription licenses, the ancillary products were also updated to support all license types of Toad for Oracle.
To clarify, the Spotlight version 11.1 that is bundled with Toad is specifically designed to only work with valid Toad for Oracle licenses that enable the ability to launch Spotlight, or work within Spotlight..
If you have Spotlight on Oracle standalone and a Spotlight on Oracle license, please download Spotlight 11.0 standalone installer from here.
The behaviour is unclear initially but it is working as expected. Please continue to use the current 11.0 Spotlight on Oracle version with your existing Spotlight key, as the functionality is the same in 11.0 and 11.1.
