"Minimum size" for file definition is not computed correctly

In Toad For Oracle 12.10, under Schema Browser | Tablespaces | Alter Tablespace | Data Files | Edit, the minimum size is not calculated correctly in some cases.

This issue is caused by a previous change in how Toad calculates this information.
