Core UI fails to load with Error, "The String was not Recognized as a valid Date Time, unknown word starting at index 0" (4038050)

After opening the Core UI, it appears to work but then an error appears. Clicking okay then presents the following page:

• In some instances, the following steps to clear the MongoDB and let is start from new resolved the error. The steps are found here.
• In one case it was noted that an invalid Agent was still in the registry in HKLM\SOFTWARE\AppRecovery\Core\Agents. This Agent may have been removed from protection in the past or the hostname retained its old settings. The troubled Agent can be identified either in the logs (right before the error appears in the AppRecovery.log file) or by navigating to the registry and removing the invalid Agent key.
