Does vRanger replicate static IP addresses that are assigned to NICs on VMs?

Yes, vRanger will replicate the static IP settings that are configured for NICs on VMs that are being replicated (IP, Subnet, Gateway). If there are static IP settings configured upon the source VM, the target VM will have the same settings. Therefore in a failover situation the given IP scope of the source VM might have to be exposed to the target side if it isn't already.
