working copies as the name suggest are copies of the live GPOs that GPOAdmin creates every time a GPO is checked out.
When the GPO is checked in the changes are updated into the live GPO and the working copy is deleted.
In some cases the working copy might not be deleted and can be deleted manually if you sure they are not needed.
You can check the unique ID of the working copy against any checked out GPO to match them.
