First, confirm that the Quest Enterprise Reporter Server service is running as the Enterprise Reporter service account and can start. If you change the service to run as the service account and it will not start, please see the following KB Article:

Confirm the nodes and the Report Manager are set to use Windows Authentication:
- Open the Configuration Manager
- Select Manage Discovery Clusters
- Select the Discovery Nodes tab
- Right click each node and select Node Properties
- Click Service Credential and if the appropriate account for the node is not selected, click the ellipsis and select or enter the credentials
- Click Database Credential
- Select Windows Authentication and select the appropriate account that has access to the database
- Repeat steps 4-7 for each node
- Open the Report Manager connection and click Advanced
- Select Windows Authentication if it is not already selected
