When installing the ControlPoint Native Edition, it is set to log to the ULS logs, instead of the xcAdmin.log.

Open the ..\TEMPLATE\LAYOUTS\Axceler\Web.config file using any text editor such as Notepad.
Look for "writetouls", change its value from "true" to "false", then save the file.
Open IIS Manager and recycle the ControlPoint application pool.
On the Connections pane, expand the Sites node, right-click on the ControlPoint site and select Explore. A new window will open and the xcAdmin.log file will exist in the log folder.
