Error "Sorry, something went wrong. A list, survey, discussion board, or document library with the specified title already exists in this Web site." when activating site collection level Workflow features on a migrated site (4325545)

The following error is displayed when you try activating a site collection level workflow features (Disposition Approval, Publishing Approval or Workflows) on a migrated site collection in SharePoint online.

This is a known issue with "Paste Site Collection" job, when classic site collections are being mapped to non-group modern site templates (ex: STS#3) as shown below:

Apply the following recommendations to workaround the issue:

1) Pre-provision non-group modern site collections in SharePoint online

2) Activate the site collection level workflow features in advance

3) Migrate the content using "Paste All Site Content" job.

Note:

Migrations to office 365 groups using "Paste as Modern Team Site" job are not affected by this issue.
