One of the things to understand about encrypted messages is how they are actually constructed. A general belief is that because a message is encrypted, that means everything is encrypted including the header information. That is not the case. For the most part, an encrypted message means the body of the message and its attachments have been encrypted. If the header information had also been encrypted, the mail servers MTA would not understand how to send it.
How the encryption is done depends on the product, but most take everything to be encrypted, and turn it into a big bulk of encrypted data that gets attached to the e-mail message. That bulk does not appear as an attachment to the user sending and receiving it as they have the client viewer (eg RMS or PGP installs the equivalent of an outlook plug in).
So, how does Archive Manager handle this? Because it doesn't have the viewer or the private key to decrypt the message, it stores the encrypted bulk as an attachment. If the client has the appropriate viewer and private key, they will be able to open the attachment and view the decrypted content.
As the content is encrypted, Archive Manager cannot index the message body or attachments, but will index the subject for searching
