Active Administrator - Scheduled Reports Have Time Format Different Than Manual Reports
Scheduled reports from the Active Administrator Console Audit tab show a different time format than the default setting on the server.
The Microsoft Region and Language control panel is set correctly to 24 hour format:

However, if the report is run as a scheduled task, the same data is returned in the 12 hour format:
The credential that is running the Microsoft Scheduled task has a different time format than does the user running Active Administrator reports. Therefore, scheduled reports can be in a different format than shown in the manual reports, or in the Active Administrator preview screen.
The default time setting is the 12 hour format and is set on a ‘per user’ basis within Microsoft Windows.
Time stamps are stored internally in Universal Time Code (UTC) format and are shown to the user with a Greenwich Mean Time (GMT) offset relative to his or her login.
Log into the Active Adminstrator server using the service credential for the scheduled task, and change the Regional Time/Date format to the desired format.
Scheduled tasks run under that credential will show the 12 hour or 24 hour format as desired.
