Check that your network connection is working. If you have a working connection, in Lotus Notes - go to Preferences - Notes Ports and click Trace to discover where it breaks down.
You can also try copying the names.nsf file locally on the migration console and pointing Notes Migrator to it instead of the server names.nsf as a workaround.
