VMware Performance Agent is in a 'Broken' state. Attempting to restart the agent either fails, or the activate & start data collection buttons are not available to be clicked.
Agent package needs to be re-deployed

Re-deploy the VMware Performance Agent Package by carrying out the following procedure:
WORKAROUND 2:
If the above workaround does not help to resolve this issue, a new VMware performance agent should be created.
